Chapter 21, Section 4 (פֶּרֶק כ״א אוֹת ד׳)

4. And he would say (ד. וְהוּא הָיָה אוֹמֵר): “Two things before you I testify and warn” (שְׁתַּיִם לְפָנֶיךָ אֲנִי מֵעִיד וּמַתְרֶה): There is no one who rides the Merkavah (אֵין הַיּוֹרֵד לַמֶּרְכָּבָה), except one who possesses these two qualities (אֶלָּא מִי שֶׁיֵּשׁ בּוֹ שְׁתֵּי מִדּוֹת הַלָּלוּ): One who has read and reviewed Torah, Prophets, and Writings (מִי שֶׁקָּרָא וְשָׁנָה תּוֹרָה נְבִיאִים וּכְתוּבִים), and who studies Mishnah, Halakhot, Aggadot (וְשׁוֹנֶה מִשְׁנִיוֹת הֲלָכוֹת וַאֲגָדוֹת), and interpretations of Halakhot (וּפִתְרוֹן הֲלָכוֹת), [including matters of] prohibition and permission (אִיסּוּר וְהֶיתֵּר). And one who fulfills the entire Torah (וּמִי שֶׁקִּיֵּם כָּל הַתּוֹרָה כֻּלָּה), and guards all the warnings (וְשׁוֹמֵר כָּל הָאֲזָהָרוֹת), and all the statutes and judgments and teachings (וְכָל הַחֻקִּים וּמִשְׁפָּטִים וְתוֹרוֹת), that were spoken to Moshe at Sinai (שֶׁנֶּאֱמְרוּ לְמֹשֶׁה בְּסִינַי).
