Chapter 2, Section 4 (פֶּרֶק ב׳ אוֹת ד׳)

4. Rabbi Yishma’el said (ד אָמַר רַבִּי יִשְׁמָעֵאל): thus did they recite in the study of the Merkavah (כָּךְ הָיוּ שׁוֹנִין בְּצִפְיָית הַמֶּרְכָּבָה): one who contemplates the Merkavah (הַחוֹשֵׁשׁ בַּמֶּרְכָּבָה) has no permission to stand (אֵין לוֹ רְשׁוּת לַעֲמוֹד) except before these three ranks (אֶלָּא מִפְּנֵי שָׁלוֹשׁ מִדּוֹת הָאֵלּוּ): before a king (מִפְּנֵי מֶלֶךְ), before the Kohen Gadol (מִפְּנֵי כֹּהֵן גָּדוֹל), and before the Sanhedrin when there is among them a Nasi (וּמִפְּנֵי סַנְהֶדְרִין בִּזְמַן שֶׁיֵּשׁ בֵּינֵיהֶם נָשִׂיא). But if there is no Nasi among them (אֲבָל אִם אֵין בֵּינֵיהֶם נָשִׂיא), then even before the Sanhedrin he shall not stand (אֲפִלּוּ מִפְּנֵי סַנְהֶדְרִין לֹא יַעֲמוֹד). And if he does stand - his blood is on his own head (וְאִם עָמַד דָּמוֹ בְּרֹאשׁוֹ), for he shortens his days and diminishes his years (מִפְּנֵי שֶׁמְּקַצֵּר יָמָיו וּמְמַעֵט שְׁנוֹתָיו).
